Whered the Jr Vip section go? Been looking, but haven't found it since the bhw update. ideas?

Please,What does it take to be a jr vip? learnt the juicy stuffs are found in the jr vip sections.

I am unable to buy JR vip membership from an indian paypal account. I already have a paypal account but I keep getting this error though I have money in my paypal as well as a bank account and credit card linked with my paypal. Please help.
