Hi.Is there any WH niche that I can make money with through google ads without get suspention cause surcumventing systems ?

I am a newcomer and have no fixed income. I plan to use Google adw or facebook ads to make CPI CPL or CPS. Is it a wise choice? Because I've heard that Google adw or facebook ads are very expensive,I am afraid that I can't pay too expensive advertising fees.
