cloaking websites

i'm searching for someone who can teach me about cloaking using php

i want know if there is any trick to cloak website links more safely so that i would not get caught.

I am new here and i want to do cloaking for a third party website that google and bing not allow to create campaign for paid ads. I knew there is a way to do that like bing and google do not find out and i am using ppc or adwords for my third party website how to do that.
