auto instant messaging?

Hi all, I'm looking for a way of posting real time, IM messeges to Instant Messenger Chatrooms. The tool needs to be able to take imput from an external source ie a text file and be able to broadcast as soon as a new entry or or new text file is generated. Does anyone know of such a tool...
