adword suspicious payment

Hello Everyone, I am Learner of CPA, Curently i am facing some adword issues, my 20+ adword account suspended due to above reason why i don't know, i use everything new like domain hosting etc. but i face suspension, anybody here can help me how can i make adword live.

I get lot of queries from tech support companies how to create adword accounts targeting usa/canada/UK using indian billing to generate tech support calls. Majority of people say that as soon as they add their cards or make payment through net banking. Account gets suspended mentioning reason...
