the problem may be with your payment card, meta can't verify it so the ad isn't delivered
you can try changing to another payment method

Hey, that’s actually a pretty common issue right now.
If your ads are active but not spending the full budget — even with clean products — it usually points to a delivery limitation, not a content problem.
 
I changed to a new account and page and expanded my audience, spending is back.

can you check if the site is country restricted? is there any hidden ban there. country location also affects no spending
 
yes recently i also have this problem and the ads are delivered very slowly maybe because meta is changing algorithm

facebook delivery error, 1 of my campaign has the same case. I have adjusted the budget
 
if your ads aren’t spending it’s usually a mix of things like account history, page activity, audience size or even the country you’re targeting. sometimes just broadening your audience or double-checking account limits gets the budget moving

Due to Facebook update error, the account is not spent, can replace with a new account
 
It’s often a delivery or trust issue. Check ad account spending history, payment method, and ad feedback score. Sometimes regional restrictions or low trust delay spending.
 
My friends in the same field are talking to me and they say it's due to area restrictions.
