zero-spend campaign

yes last week my campaign had the same problem. When I checked again, the account was slightly restricted in distribution after a few target adjustments. I turned off all campaigns, waited a few hours and then turned them back on, and then they started spending normally.

some niches fail in some locations.
 
this is quite common problem, and it happens more recently. you should create bait campaign first, maybe change card and see.
 
Zero spend often happens when the campaign is stuck in review, limited by audience size, or affected by billing or trust signals. Check ad status, payment setup, and try refreshing the creative or targeting.

I think the problem is how you set your budget go with a small budget for the campaign and need a verified account
 
I tried changing the payment card but still the same I think it's not the payment card
 
this issue is usually caused by the account itself (payment setup, shadow bans, etc.). I currently have a few accounts facing the same problem and I’m working on fixes. They’re proper no-limit accounts from a BM2500. It looks like this batch from that BM might have been shadow-banned.
 
I have a few tips for you: turn off the running campaign, adjust the budget to stay below the daily limit (ideally under $50), and turn the campaign back on after 4–6 hours.

There are many reasons for this:
Low Trust (New Account)
“Bad” Page (Try New Page)
High Geo (Expand Target or Use Advantage+)
Weak Pixel/CAPI (Check and Reconnect)
Weak Creative (Remake Videos/Reels, Check Thumbnails)
 
This situation is quite common recently, usually due to tightening distribution algorithm or temporary spending limit on the account. Try resetting the camp or duplicating to another BM to see if it improves — we have encountered a few similar cases, switching to an agency account and spending is stable again.
 
Try duplicating the campaign or creating a new ad set - it usually starts spending after that.

Maybe your reach is too narrow compared to your budget, so the Facebook audience within the range you selected has already reached the campaign. Therefore, the system has no more audience to distribute to, leading to your budget being surplus compared to the initial setting.
Or another reason is that the campaign has been repeated many times, leading to no new users that match your criteria.
Solution: expand the reach of the audience or set up new campaign content to refresh your post.

This also depends on if you are following the TOS on your posts. If you are not, they can still flag your profile. Double check with their staff team if your posts/ads comply with their guidelines and that should be good.
