YT shorts feed question

Hi guys,

I noticed couple of weird stuff on my channel I hope someone can help with.

1) I noticed that my shorts are not getting pushed to the shorts feed to the seed audience on some channels. Does anyone know what are some possible reasons eg channel is too new, using wrong hash tags, sexy content, reused content?
2) Would like to check if sexy content eg using images of girls in lingerie or swimsuits is this considered against YT TOS?

Such videos are not against youtube guidelines, there is lot of similar content present already on YT.

You can read the tos yourself to get clear idea of what is allowed. You can find it with simple Google search .
