Haven't heard of any discussion about this for a while but is it still possible to get on YTs front page?
The tabs on the right are constant for all users of a country, right? So that means we just need lots of local views and we're good, right?

Youtube's frontpage videos are handpicked by very picky Humans. It's not automated anymore.

You have to meet certain expectations in order to be front paged. Content seems to be more relevant to a high quality viral video. Look on the front page, take the data into ahrefs, and then see if you can duplicate it.
 
yes. views + likes + fav + comments .. all should be done at once... should look real + there are other tactics as well , if you need youtube chart , i can help you .
 
Let's say one is able to duplicate viral content. You still need to promote it to get the eyes of the youtube staff. Even then there are limits as to how many ratings one can have on a video due to what rating/view sellers can offer. I'm yet to see a view/ratings seller offer 20,000 likes in one day, with 2000 comments. Doing that on a viral type video will definetley get you noticed by the youtube staff. I hope someone can prove me wrong on the fact that the frontpage videos are handpicked. It'll give me so much hope. And does anyone know how to hit the youtube charts in 2013? i did a few times last year. But it's become impossible this year.

I still believe its automated but they review it for explicit content along with views & likes

I hope he gives you everything. $800 For just 250k-500k Views is horrible!!
If he does it right you should make double that at front page.
But if you could make double what you pay him. Why doesn't he do it...

I'm thinking of giving him a chance because he gives a moneyback guarantee if it doesn't hit the frontpage. I wouldn't spend that much if there isn't any benefit/profit. I do hope it goes well.
