No, its not mandatory to include your voice. There are lots of YT monetized channels without voice but music
it is not mandatory to include your voice so long as you make your own original content and add unique value to it.
if its like animation, film concepts like short movies, cinematic videos etc which dont necessarily need to include your voice, those work for monetization because it is unique and original.
if you borrow others content you can still monetize it without voice , provided that you have transformed it an a unique way, if not, no.

There are lots of channels that have no voice. They just have graphics or captions and not much else—and they’re making money, or at least engaging their viewership.

oh yes they do, just text based videos are the riskiest thing which was already changed after youtubes policy updates back in 2018.
tts videos and text based videos or sildeshows are all considered templatable,mass produceable spam.
you can upload such content but dont expect to stay monetized.

videos that are just text based with music is not something that youtube likes.
