Can you elaborate? Are you talking about a program that allows you to upload proxies and then input a URL for those proxies to send views to?
I know there used to be programs that did this, but to my knowledge, all are no longer working. YouTubes fake view detection software is too advanced for such softwares now. Obviously there's still ways for the people that know how to make it look real where they count, but as far as a public software for free or for sale, I highly doubt you'll find one that works.
