Many, but most of panels activate PayPal after you pay some money, for example initial $300.
They are doing it because they have a reason. Paypal doesn't like smmpanels and scammy clients are using it by making fraudulent refunds.
So panels are activating paypal only for trustful clients who pay.

Yep, I am aware of that. The one I used to use stop accepting PayPal. And all of the ones I do know that accept paypal are expensive resellers for cheap panels.

As per PayPal, nowadays, smm niche and many other digital products are all illegitimate, resulting in people (sellers) having PayPal accounts suspended.
NOTE : I mentioned "as per PayPal (not as per reality). In really all digital products are not illegitimate.
And some buyers fraudulently raise disputes, knowing that if the product is digital (non-physical), then PayPal will decide in favor of the buyer.
Therefore, nowadays, sellers in the smm niche, non-physical products, keep away from accepting PayPal.
Time to wake up and start paying with crypto.
And you are looking for cheap non-drop views ? The cheap views will mostly drop (they are bot generated) and too many of them could result in your channel getting penalized, demonetized, even suspended. YouTube algorithms are nowadays more "smarter".
Nonetheless, if you want to go for cheap views, please do go ahead.

Paypal will limit their accounts and that is why most sellers do not use paypal for this.

As @smmraja512. Almost all major panels accept paypal as a mode of payment considering that you develop a relation with the team. They need to be sure that you are a trustworthy client and will pay for what you get. A lot of these panels work on negligible margins and these scam clients can really hurt the website managers.
 
I have heard good things about ytbot. You can try them and see the results yourself.
 
On bhw some panels allow paypal but you have to request on the thread for it.
 
This is the reality of smm panel owners, we are buying paypal accounts and it is expensive and when that account is permanently limited (180 days holding period) the seller of the paypal account will offer to get 20-25% of the earnings so you can withdraw the stuck money on paypal.

Clients should move on to other payment processor as Paypal is going down these coming days. Big users are having a class action suit to them.

This IS BIG LOL. I still have over 3k sitting in a limited paypal account....
 
Some of the panels on BHW allow this but you need to deposit some cash normally in their panel first. Then you can request to enable paypal.
