Let me tell you how this concept works, the youtube's algorithm is the following: Every IP counts as a view, if you watch the same video lots of times, with the same IP just once will be take in consideration, because the youtube's algorithm will store your IP into the youtube's database assigned with a view.
If you have a dynamic IP then you can make youtube acts to you as many users watching the same video.
If you are logged into your youtube's account, things will be more restricted, because youtube will assign you IP alongside with your user account ID, into the youtube's database, avoiding even if you use a dynamic IP, the possibility of increasing the video's views.
There are bots to make a video has lots of views as well as rates. But you can increase video's views manually if you have dynamic IP.
