Well, they would have a team of professional video editors and voice actors working with their company on content creation. It's a big operation, I mean they have nearly 20 million subscribers after all.
You could create a similar style video with pretty much any modern video editing software. Quality of the end product will depend on how good you are at video creation. You can get images from Unsplash or other copyright free image sites, find copyright free video clips, add text, write script, do a voice over, and edit everything together. There's no special process.
There is some software that include automated voice over's which aren't great but they do the job for spammier types of content. If you want an actual voice over and don't have the confidence or a microphone, you could hire someone from Fiverr or any freelancer marketplace site.
Software-wise, there are many options. Just use Google to find video editing software solutions, get free trial's of anything that seems to do what you want it to, test different options until you've found something you like. Nothing more to it.

After effects + Premiere pro, and yes as thevideoguy said they have a team of professional video editors and voice actors they own multiple channels (5 mintes crafts is the bigger one with 40 million subscribers) and they even have channels with different languages like arabic (bright side arabic)
