Youtube Video Downloading sites illegal?

Hello forum, i have a youtube video downloading site and i was wondering if its illegal before i publish it. If its illegal, how do sites like keepvid and save-video stay up and why would google index them?... what kind of power does youtube/google have to shut down a similar site? .. are these sites considered distributing copyrighted material? Can i be sued? Would a warning on my site stating that its for fair use only and condemning the downloading of copyright material help?

It's not illegal. It's just a tool, like a knife or a gun. Gun or knife don't kill people. People do.

Nothing is illegal for BHW

Maybe add a disclaimer/ policy Usage for testing purposes and only for your own private videos just to cover everything
