YouTube Video and Monetize Question

Hello Friends,

I saw many people make funny video by cutting funny moments from many movies. So is it harmful for channel? Am i able to monetize those videos? Can anyone please explain what is fair use policy? Please give example if you can. That would be best to me.

I don't know much, but YT sometimes asks for proof of content. I never got further in this scenario because I never had anything that is my own creation. If any of the old members would like to shed some light on this, it would be really nice.
