I am uploading manually on every channel and the only difference between these channels is the date of creation. On the older accounts I can upload 100 videos but on the fresh ones I can't. But I don't think that is the problem because I saw many freshly created channels being able to upload 100 videos per day.
You said it yourself, subscribers. And there's more you can do, you can indirectly monetize Shorts.
I do curate Shorts as well with software, the thing is that you need to bypass YouTube's limit to post these many a day. I don't recommend you to post more than 10. Long-term it makes no difference, btw.
