I don't have any startup investments so I'm just tryna register an account among these three and grow and then sell.

Would spamming short-form contents work? What do you guys think is the best among these three?
 
Initially go with Instagram, then TikTok, and later start with YouTube.

(My suggestion based on demand)

Short-form can work, but I’d prioritize quality and consistency over spamming. Pick the niche with the best long-term potential and build from there.

If you’re starting with basically no budget, I’d focus more on building one account properly rather than trying to spread yourself across all three. Short-form content can definitely work, but I’d prioritize consistency and testing different formats instead of just spamming uploads.
 
I think TikTok has the fastest growth potential for short-form content.
 
You're better off growing personal brands and building a niche following than making a faceless or meme page to try to sell the account.
 
Tiktok And instagram are the best for short form reels content, try those,

but dont expect overnight success, its gonna take alot of time, minimum 5 to 6 months
 
YouTube, TikTok, and Instagram each have their own strengths. I’d probably focus on one first, figure out what content works there, then repurpose the best-performing stuff across the others. Saves a lot of time.

It really depends on what sort of content and quality content you are providing,

Yes,short content works with TikTok and Instagram and copying from other popular profiles with followers engage could improve certain profile growth.
Sometime long content are more detail to explain a certain presentation than uploading short videos most times on every quote/post.
 
I would suggest you to try short videos as they are cheap to start and can help you grow if you post good content regularly.
