You should first shitlist him so that he cannot exploit other members.
 
You can check the marketplace section and see providers there. You can contact providers that provide free trial services, you can try and check their services before buying them. I think it'll be more useful.

Which was the panel you used ? You can open a thread for them in dispute resolution section.
