Is there a program, bot or site out there that can either get top comment on a video or that could send massive pm's to people? (Rotating through accounts like view.ly)

Nope. no such tool, since the YouTube/Google+ integration back in November 2013

The game has changed a lot for top commenting. But you might find a bot for mass PM'in though.
