Youtube software to extract usernames from comments in a video?

Hello guys,
I am looking for a software that extracts the usernames in the comment section of a video.
Is there any program like this or is there any alternative?
I am also looking for a program where I can enter/import these usernames and send a message to with a
good pace without getting banned or something for spam.
