Even if you skip the ads still it takes your 5 seconds so the impressions generates revenue for the creators, Its not like 0 revenue is generated.
But Yeah if the viewer views the complete ad or click on it then the amount of revenue generated will be more than the former.

Yes when you click on skip ad, it take arround 2-3 seconds. There is an impression count on that ad.
