Organic human views are best for any kind of video including shorts. Sure you can buy normal botted views but those are not the best when it comes to ranking.
 
Regular views will work. Also, as per forum rules no one can mention his own panel in reply, you can report such comments.
 
I tried many service comment that normally work with regular videos , but on short it seems not deliver the comments

You have to use shorts specific views, also make sure to add a few other engagements like shorts likes and comments.
 
mobile data -> mobile hotspot -> 10 mobile devices -> watch videos -> reset mobile ip rinse and repeat
