I want to start a reaction channel on YouTube but my english is not that good also my accent is bad, Specially my videos will target US viewers.
so I'm thinking using text to speech beside filming myself reacting but not talking.

i have an exemple of the text to speech I'm gonna use but i don't know if i can share it here.

As long as the content is original, there should be no problem, even if you are using a AI voice.

One suggestion - Feel confident about your own accent buddy. There is nothing perfect in this world. There are many successful You Tubers who have foreign accent but they are successful because they produce a quality content.

Not what you're going to want to hear @Youiess, but I don't do feel-good advice.

I've run a bunch of AI-driven channels. Just having original content won't cut it; YouTube doesn't like robot voices. You might get lucky, but the majority of these channels will get turned down. You'll see ads on some of them but that doesn't mean the channel is monetized. That's not to say there's no value in them, but I wouldn't be betting on monetization through YouTube ads.

I run a bunch of YouTube channels with voiceovers, both native and foreign. It matters. In some niches more than others but if you're not native, you're going to have worse metrics than your competition. I'm a native English speaker but I still use clearer spoken American accents because they'll do better. That might not be pretty, but it's the reality.

This isn't to say don't do it. But at least go into it knowing that the odds are against you. You'll need to find an edge somewhere to make it worthwhile.
