After Reading lots of threads about ranking youtube videos I feel I should ask before I screw up.

Ranking Process :
1) Upload video with keyword stuffing and tag stuffing.
2) Give it about 5,000 views
3) Give it about 30 likes
4) Give it about 10-20 comments

and if its a tough niche then add some fiverr backlinks .

IS that the correct way to actually rank a video ? or should i make it private boost views and then make it public ?

With that

# Add 300 - 400 words of description.
# View should be high retention not like viewing for 30 seconds. At least 60 - 70% of your video length.

I do not recommend STUFFING ... place it naturally.

high retention views are WORTHLESS and will only get your video banned.

the method you posted will not suffice. There's allot more to it than that.

The more views, the higher it ranks. The views need to be real.
For views to actually count you need a real person to watch your video. And the longer they watch, the higher your video will rank in YouTube.

Never ever try to bring fake users, that is a big no-no.
And, use proxy rental for SEO

If its a local business, make sure to set your Geo-Coordinates this will help you rank locally.
I use SBM's to help seed the video online and do a lot of sharing from G+, Twitter, Facebook.

views and likes and comments are not enough to rank the video. what you need to do is that add good backlinks to your videos dont waste your money on buying crap links from fiver.
