I predicted this some weeks ago when they made the changes.
I applied for Partnership four months ago and never received a reply, only few days ago the following e-mail from YouTube:
They still have the links for partners and other shit.
With so many partners will they be able to provide support, like we used to have before when we had the privilege to contact them with the partner support forms?

Thank you for your interest in the YouTube Partner Programme. We?ve recently made improvements to provide more creators with resources that help them improve their skills, build larger audiences and monetise their videos.
As part of these changes, we no longer require you to apply. Instead, become a YouTube Partner by successfully opting at least one video in to monetisation by visiting your Video Manager.
Finally, you can visit the Creator Hub to learn about the latest Partner news and other resources.
