Google can monetize spammers from now on. Can't complain. They'll earn a huge chunk as they'd ban much of those channels in the process.

I'm half and half on this.
On one side it's their platform and they can do whatever they want. On the other side it's shitty for the creator since he might of turned ads off to give a better user experience to his subscribers/watches.
The sure thing is that YT is going to shit bit by bit.

after that they will start disable monitization on accounts and get the money for them selfs. even if your channel is eligible for that they will reject you.

Think about it like this... if you’re spamming YouTube it’s a good thing, they’ll want to keep slapping adverts on your videos. Not bad really because you get the free traffic from them, and they get the clicks and bank some money too. Win win.
Profits of content creators will drop a lot, haven't any of you thought of that? Suppose there are 1000 companies that advertise an advertisement, and 100,000 content creators will get their ads on their channel, after this decision, the advertising profits from the 1000 companies will go to hundreds of millions of users and spammers instead of 100,000

YouTube is a platform, it's not a publisher(yet). The content creators bring money to YouTube and YouTube keeps a share from it.
This new policy is unfair to all creators.
YouTube is doing this because of 'dead' content sitting in many accounts, and that is normal.
Account owners might be literally DEAD and nobody will log in to these accounts anymore.
It's a normal life process, and that one is waiting all of your accounts.
YouTube will monetize their content, because all content published there belongs to YT @Intexam . For those who might get their videos monetized and not in YPP, they should be able to get rid of ads with turning off ads in their account settings. It's bad only if this option is disabled or won't work anymore, which I doubt is the case. So, YT left you with an option to leave this.

I think it's kind of scummy, because a lot of creators choose to not monetize their videos. And as Grudge said, it is their platform so who's to say anything about it.
If they don't force it onto new channels, the community might take it better. But, this will definitely hurt the little guy channels
