Not once did YouTube mention BANNING AI video.

YouTube is okay with reused content if it's unique and adds value.
Just avoid full copy paste videos without any major change.

Some creators mistakenly believe that any AI-generated videos, reactions, or repurposed content will be banned from monetization

YouTube has come out to clarify that AI is only banned when the content is uncreative and widespread, not all AI-based products are out of the rules.

You forgot to mention low effort and no more faceless channels.

We will have to see over time what they will consider low effort, because they have made it clear that AI will be allowed, therefore a well-worked faceless, with a system that gives quality or certain quality results should be worth it and would also be low effort, the only thing that would have to be done is to use tools/AI that give good quality results and not the cheapest ones like many people use.

If they do not pay for AI content, it is as bad as banning. What is the point of making videos if you will not be paid for them ?

They said that such videos cannot be monetized. It is same like ban. If a creator cannot make money with the videos, there is no point in uploading the videos.
they can have views
they can do another prmotion
