Same here. eBay was also experiencing issues before too for a short time. Wonder what's going on?
 
I tried to access YT via Google (goggling something random and then clicking YouTube at the top) and it is working, but when I manually try to go to YouTube it still gives me the error.
 
Closed browser & cleared cookies etc. and now it is up again here. (Germany)
 
Google forgot to pay for the electricity so their YT servers got shut down.
 
I added http:// and it worked .. but i don't think that was what solved it .. i think it was random luck .
