YouTube Instream Ads, targetting + CPV vs CPM?

Hello BHW, assume you have a mass appeal product e.g like a dog collar. And you want to advertise on YT ads, how do *you* start? CPM or CPV? Placement targetting, keyword or none? So many options so little info out there lol

Best is to always hand pick channels you want to run your video on and then run it there only.
