He said his CTR and watchtime improved and his impressions did not go up: even with CTR and watchtime improved, it did not get recommended (because impressions did not go up) which is worrying

Similarly, my CTR went up in a video after a while, with good retention, and didnt get recommended, when other videos in same niche got recommended with similar CTR and less watchtime.
