anyone can confirm that it posible to comment with a brand new account without ghosting? (even random comment, not spammy one).

If you're not using accounts that are on marked IPs by G then you should be able to post comments without any problems.

Yes brand new accounts can post comments. However, these comments cannot appear in the Top comments section.
