Looking for a platform where I could upload my videos and monetize them with pre-roll ads. I want to build a site from scratch.

Instead of uploading my gaming videos to my channel on YouTube I would upload them to my site, also people could create their own channel and get them monetized. A bit like twitch but no streaming.

Does anyone know where I could get such a site?

Program one. There isn't like a free service where you can get this...

+ you need to have hosting, a domain name, programmers, traffic...

I'm not looking for a free service. I'm looking for some kind of service that offers at least a template for this. I don't want to code from scratch.

You will need a very large bandwidth for this. That means very large investment. Of course that's only if you don't want your users to be dismayed of the videos uploaded in your site being slowed.
