Yes, I'm 100% sure. I made a Twitch highlight channel in a specific game niche that no one made and I was actually kinda successful with the channel. I reached a minimum threshold to monetization in 1,5 months but they declined my application for reused content even though there were edits involved.

Not true. I know 2 that are monetized. They speak at the beginning and/or end of the compilation. Original intro and outro. Not just compilation of clips.

if you choose to not upload your own content there's still various ways you can make money :
-if you choose a niche like streamers of a specifiq game like valorant , when you get enough subs and views small streamers would love to put their clips in your compilation to get exposure , that would be an easy income stream from the point you get big enough
-if you choose a specifiq niche with good sponsors, again grow big enough to get sponsors ,they will come with numbers
-you can also put your own merch if you want , a lot of these channels do

i worked for some gaming compilation channel. they use 40 seconds intro and 30 seconds outro with speaking same intro outro for all videos

There are tons. I have made six figures a month in some of niche like cars and houses for sale. It really just depends on if you want to chase the money or do something you are interested in because some of my most profitable channels are something I have no interest in but the money is good.
It is not always what is the most popular but what is the most profitable. The gaming channels get a lot of views but the advertisers are not willing to spend much money per view because their return is not great. Then you have some niche that you might not get a millions views a month but the cpm is $50 and you make good money on less views.
