You just wait about 3 hours. Because when you link adsense to youtube, it needs time to set . After that time. If youtube still have error. Contact youtube to ask more information

From what you've described, it sounds like they banned it based on IP or similar geo-markers. Get a dedicated/shared proxy and try again.
If it happens again with the same adsense account, then you will know why, but I don't think they'd do that.
