youtube channel question

i have a youtube channel that i got 4000 watch hours and 1000 subs and didn't pass the monetization review due to bad videos. If i delete all previous videos and make new videos that are original will i only need 4000 watch hours to reapply, because my 1000 subs are still subscribed. thanks.
 
Depending on how you got your subscribers, they should stay. If you achieve them organically you may lose some but that's not a huge problem. If you paid for them you shouldn't lose too many if you used a good service. As for the watch hours, you will lose them if you delete the videos and would need to earn it again. You could do that, or if your videos are not against Youtube's terms of service, you could add some quality videos alongside them and it would help strengthen your channel.

Just unlist the bad videos and upload new ones created by your own and reapply for monetization again!

in YT algorithm , if you make too much videos private yt think that : Why this guy making all private. if he want to show videos why he doing it.
if you make them unlisted yt thinks : this guys maybe have some videos that don't want to show all people. So making them unlisted better.

also , if you delete videos , watch time will delete with them too.
