i want to know if its ok to Create An Android App For my Youtube Channel and publish it in google play?

No dude . If you have Adsense activated you tube you can't but you can make a website with your videos and publish

Since admob rules clash with Adsense no double monetization

It's against Google\s TOS to display Adsense in your Apps and you'll risk your Adsense account being shut down. Only run Admob inside your Apps and you can't have Interstitial Ads setup on the actual pages that plays your videos... I can't remember if you can use banner ads? You'll have to check admob tos.

I've created a few of these youtube Apps and usually create a couple pages with my video categories that users have to click through first. This way I can use Interstitial & Banner Ads while operating under Google's TOS.
