If you have multiple YouTube accounts and one of them gets banned, do all accounts get banned? even the ones with no uploaded videos?

If you created them with the same IP, it is very possible. However, in most of the times, they won't ban all your accounts.

You can expect them to be.

It depends.
Often times 1 of your accounts will be deleted and all the other ones will stay untouched. However, sometimes, when your accounts are somehow linked together (same IP, same phone number etc.), all of your accounts can be deleted together.
