There are, like Invideo mentioned above. But honestly, those videos are very low quality, soulless, many people are trying to succeed spamming this kind of video but they can't because of low retention, it's easy to create boring videos with those tools. But if you put some effort and manually edit and review it, maybe it can works.

You can try Hypernatural, it doesn’t just generate scenes and captions, it also creates voiceovers, so you might not even need ElevenLabs anymore. But if you prefer using ElevenLabs, you can still upload your voiceovers and let Hypernatural handle the visuals and captions for you.

That said, the tool is pretty damn expensive if you're planning to pump out a lot of videos.
