I wanted to buy Youtube Advertiser for comment ratings (thumbs up) Is it still working? Where can I buy it? Thanks

Yeah I heard it wasn't working neither, but my friend tried the newest version that got it fixed, and said it worked. :)

Is this software can download Youtube videos with the tags and description?

It can download videos but I don't think it does tags and descriptions but I could be wrong, it does download them though, and will rename them if you want so that at least the name is unique, however it is very misleading calling it a uniquifier when that is a bunch of BS it takes a lot more than renaming a video to make it unique.

It makes the videos unique. And does more than rename them. But they need still be renamed for obvious reason...

lmao. The uniquifier does make it unique. It tries to change the meta data as well. This allows you to upload the same video in the same youtube account without getting the youtube duplicate video error.
