Youtube Adsense Fix Tax?

I would like to ask how normal is the 20-30% tax deduction for every payment?

In terms of EU citizen.

I saw that this could be reduced to 0-5%, but I did not dare to delete the current tax form in order to fill in the new one.

Can anyone help me with this? Thank you!
