Anyone experienced with YouTube Ad Views and generating tens of thousands of views for cheap? Is there a service for this on BHW? I’ve seen people do like 1 Mil for as low as $500.

Yes there is an impact but real views doesn't give the retention you expected coz since they are real if the viewer doesn't like your content you will get low retention compare to the artificial you can control the retention you will get. That's the difference between real and artificial.
 
Converting these actual views to YouTube's internal traffic source, or at least implementing a view that redirects to the app rather than the web, can get a lot of impressions.
