Youtube ad campaign question?

Hello can someone explain to me how the current youtube video ad campaigns work? Will I be billed at the end of the month? Or as I go.

Simple: You have a product want to advise, you hire a vlogger or influencer or content creator, they will create video to advise your product, of couse, you have to pay them

I dont see its simple like you mention. In my experience, you should hire an expert. He will help you.
 
You're automatically charged after your ads run, either 30 days after your last automatic charge or when you reach a preset amount (known as your threshold), whichever comes first. You can also make payments at any time to control your costs. Note: Google no longer accepts prepaid cards for automatic payments.

I use multiple CC so I can control when I have to really pay the ads(extra 30 days since CC let you have 0 interest debt for a month)

I think YouTube follows a cost-per-click and cost-per-view pricing model, so your advertising rates depend on user actions. You will be charged if someone watches the entirety of your ad or clicks on your ad.
