So i'm creating some Youtube videos to try and rank in Google for some clients of mine. Does Youtube allow multiple accounts from the same IP? Also, does Google slap Youtube videos for duplicate description content? I will be changing video content, title and keyword phrases but I would like to use same description if possible for some of my videos. Any input is appreciated!

For the first one, they indeed allow multiple accounts - but then again it depends on what all you've been doing on it. For example, I have about 10 Youtube accounts connected to my main IP, and they're all fine, have always been fine. They only get taken down from copyright.
In regards to the description, I know it's a pain in the ass - but if you could perhaps re-write the description to make it unique, that would be a much better solution. I'm quite certain that they will indeed throw bricks on your video (weigh it down) and not allow it to move up the ranks if you have copied content, I.E. the description which is arguably one of the most important parts of the Youtube video, minus the title.
