your time estimation needed

mmm... I was wondering how much time and effort is going to take me to get to the first page. under the following conditions:

I am trying to get to the first page of g00gle for a 2 word phrase . the #1 has about 110000 inlinks most of them are from... god knows where from... I guess most of them are from a giant linkwheel style sites.
the #7 site has about 21K inkinks from the same sites as the #1 (i guess the same seo company)

the search term yields about 21000000 results i have a few quiestions:
1. i guess i will need about 30K links. how fast should I dump the links?
2. what are the programs you will recommend for this holly mission (let's say i can spare 400 $)

xrumer all the way! Believe me I'm applying it to a very competitive industry right now, and results are very fruitful just have to be diligent!

Also I think it depends on time in the index too. I've done it to new sites and its taken a couple months, and applied the same principals to an aged site, and popped front page within days and stayed there for competitive results that return back 21M - 180M pages.
