Google in that email should have given you an exact reason as to why it was not approved.
No they did not give me anything
Actuall i google it and i Found " that I need to own my blogs for 6 Months that before they will look at it."
I want to make sure if this is real or not

Yes, Google requires your website to be at least 6 months old.
What I used to do in the past (I sold Google Adsense accounts) and I'm pretty sure it still works: Make a blogger/blogspot blog. Add some content, apply for Adsense and that's how you get approved.

The 6 month rule only applies to specific countries, but there isn't a list of which countries this applies to (China and India were listed as examples).

Corrcect me if I'm wrong but I think that rule does only apply for some countries, doesn't it?
