Yes, it should have been with traffic but it's not a deal breaker, can still work though without traffic.

I have a adsense account with a site attached with very minimal traffic(not working on it atm). Pretty safe. Used for a jv with a member here one time but with a genuine traffic. Let discuss if you still interested(I would like to keep my adsense safe as well)
