If I buy you tube views on fiverr, are these actual views to the video or just visits to the web link?

I'd lean towards the latter.

A view is a view, youtube will only count it after X number of seconds have passed. So it's not just a visit to the page, but an actual view.

That doesn't mean your provider is sitting watching it, an automated bot is viewing and then moving to the next one.

The only issue to consider is ip locations of these views, youtube does not want to see the same ip viewing tons of video all day. Your provider needs to be using some type of system to address this.
