Hi I tried fullscreen and got rejected.
1. Is there a certain amount of time I should wait untill I apply.
2. Will having a previous adsence account banned on different email affect my application.

I've only been up loading for a few days. Few 100 views and 4 subs.

That's pretty less they wouldn't accept you
U should have 1k views per day at least
 
Most networks only take you if you have min reqs. Look what they're before you apply. :)
meet their REQs first and get going from there.
 
I have recently launched my Youtube channel it is only 20 days old has around 4 video and 10 subscribers and almost 4k views. I was wondering if youtube will invite me or I have to apply my self ?
 
What kind of content were you trying to get partnered with??
 
Once your channel reaches their accptance level they will invite you to monetize it
If you already have a partner account You can monetize it instantly
 
Best would be to read the terms before applying to be sure what you are doing would be beneficial in future because I have interacted with many user who get into networks but later regret that decision.

Go to the monetization tab and you will see an option to setup adsense account to earn money. Click on that button and apply for the adsense you will get approval within 2 hours and you will start making money. Or if you want to use any other network to earn money from your videos then you have to apply from that network's website then after 1 or 2 days they will invite you on your youtube channel ti monetize your videos with their network.
 
I wouldn't apply for networks if I were you. Most don't give any nice benefits in the long run. Unless you don't care about the long run, in which case it could help but you'd need to grow your channel a bit more first
