Yes a good VPS cost you 20$ atleast..
Good.. but OS run 24/7.. it means more usage of power.

I dont think a laptop consumes 20$ a month even running 100%

I run 4 laptops 24.7, and 1 partially through out the day.. and my electric bill isn't sky high. Laptops don't burn that much current, and there are power saving options included in windows.

OP is right, technically you dont need a vps, however there are many reason to use one.
